Yes Daniel, the Ouija board deals with demon spirits of divination and so qualifies as occultic practice. 

Most people that try to use the Ouija board are looking for power. The problem is that the power is not authorized by God and so is destructive in it's nature. It starts out fun but leads to torment and death.

If you want power there is no sense settling for less than the most powerful source available. The demon spirit of the Ouija board is an insignificant, bottom of the food chain spirit with little spiritual authority or power. 

What you should want to connect with is the Spirit of spirits. The One who has absolute authority over all other spirits. The One who is and was and ever will be. 

In the Book of Highest Authority, the Bible, it is written in the Third Chapter and the Seventeenth Verse of the Second Book of Corinthians:
    "Now the Lord is that Spirit: and where the Spirit of the Lord is, there is liberty."

I'll deal with your questions one at a time:

1.    Are the spirits on the board evil or good or both?  The Ouija
Board is assigned a demon spirit [bad] that is to possess the one
attempting to play.  The board will only work with demonic assistance.
2.    Is it possible to unleash a evil spirit in your apartment?  Yes, but the apartment can be "cleaned out" by any born-again believer in Christ Jesus. Many have experienced evil spirits in hotels, motels, etc.  My wife and I always clean out the room before staying.

  1. I have heard when / if you try to burn the board you can hear evil demon sounds coming form the board? 
This was my experience when I burned my wife's board. That is when I realized that demons were real and, therefore, God must  be real. I accepted Jesus Christ as my Savior right after that.
  1. Is it bad to play the Milton Bradley board by your self?  What do you recommend if some people are trying to get me to play on it?
Why give control of your life to a demon spirit whose final goal  is to steal from you, kill you, and destroy you.
John 10:10 "The thief [devil] cometh not, but for to steal, and to  kill, and to destroy: I [Jesus] am come that they might have life, and that they might have it more abundantly."
Tell your friends that they need to get a life. After all, Jesus said, "I am come that you might have life, and life more abundantly." Don't "play" it by yourself or with others. Just watching can get you demon oppressed or possessed.
